By default, birth times are treated as local time and converted to UTC before calculating a chart. You can choose to override this feature for a chart and treat the birth time provided as UTC (i.e. no conversion will take place):
From the New Chart window, choose Advanced Settings
Move the Convert birth time to UTC slider from right to left
